Computers and phones can be monitored.  

If you think you may be in danger, or watched, you can protect yourself a little if you
+    clear your browser history when you leave any of these sites
+    ask a trusted friend to use their computer to look through this information
+    make the phone call to the shelter on the friend's cell phone rather than on your own
